The Southeast Community Resource Area (SECRA) will be a 21st century one-stop shop that supports all residents, educates the mind, body and spirit, and creates a distinctive community gathering place. C. Waldo Scott Center-Mission: Provide HOPE to families, while developing the WHOLE CHILD. This is achieved by providing comprehensive services to educate and foster growth and development of youth and families. Pearl Bailey Library-Mission: We connect, inspire, enrich and empower. Huntington Middle School-Mission: Ensuring that all students graduate college, career and citizen-ready. Doris Miller Community Center-Mission: Te enhance the quality of life for the residents and visitors of the City of Newport News through the provision of quality recreational services, programs, and facilities.

Substantial Completion - 06-23-2026 Final Completion - 6-23-2026 Change Order % - 2.9% CMU & brick work cont, adding door frames & storefront , Foundation work ongoing, Slabs are being poured, and underground utilities are ongoing, roof deck is being installed, steel is still being erected, mechanical pumps and water heaters installed, duct work has started, Steel still not complete. Contractor installed fireproof without substrate inspection Possible solution for the elevators control tx pad - Dominion advised tx to be delivered May 12. Working with schools to finalize FFE costs. We have received conditional approval for the phased approached to the BMP. Met with MEB to review project schedule. New schedule has a July 2027 completion. City reviewing schedule. City is set up the delay meeting for 5-11. 05/08/2026
