The Southeast Community Resource Area (SECRA) will be a 21st century one-stop shop that supports all residents, educates the mind, body and spirit, and creates a distinctive community gathering place. C. Waldo Scott Center-Mission: Provide HOPE to families, while developing the WHOLE CHILD. This is achieved by providing comprehensive services to educate and foster growth and development of youth and families. Pearl Bailey Library-Mission: We connect, inspire, enrich and empower. Huntington Middle School-Mission: Ensuring that all students graduate college, career and citizen-ready. Doris Miller Community Center-Mission: Te enhance the quality of life for the residents and visitors of the City of Newport News through the provision of quality recreational services, programs, and facilities.

Substantial Completion - 06-30-2026 Final Completion - 7-30-2026 Change Order % - 3.2% Roof deck is being installed, mechanical pumps and water heaters installed, duct work has started, Steel still not complete. Contractor is still having issues with the structural steel non-conforming , issues with the safety of the work are now a concern. Contractor continues to install work over non-conforming or work that needs to be inspected, requiring tear out of installed work. Add. non-conforming issues: dry wall, insulation being installed without building being dried in, mechanical units being stored in a non-dryin building, ceiling tiles and grid. Found black dots on mechanical duct insulation and in the HVAC shipping boxes - mold? Haz mtls and LEED inspections started. City waiting on the MEB schedule with dry-in and electrical start up dates, this has been requested since April. 08/19/2026
