Project Description
This project combines two City projects: the Jefferson Avenue and Oyster Point Road Intersection Improvements (UPC 115241) and the Oyster Point Road Widening (UPC 119360) from Operation Drive to Jefferson Avenue. Given the work area and construction schedule overlap, the City merged the two projects into one. The project proposes the following improvements:1. Widening of eastbound Oyster Point Road to add a third through lane from Operations Drive to just east of Waterman Drive2. Widening of eastbound Oyster Point Road from Waterman Drive to Jefferson Avenue to add a third eastbound left-turn lane onto northbound Jefferson Avenue.3. Widening of westbound Oyster Point to add a third through lane between Operations Drive and Jefferson Avenue.4. Widening of westbound Oyster Point from Jefferson Avenue to Criston Drive to add a third through lane and extend the westbound right-turn lane onto northbound Jefferson Avenue.5. Widening of the existing medians to a minimum width of 8’ to facilitate pedestrian refuge areas at all four approaches to the Oyster Point Road and Jefferson Avenue intersection.6. Widening of southbound Jefferson Avenue between approximately 200 feet north and south of the Oyster Point Road intersection to accommodate the widened medians.7. Widening of northbound Jefferson Avenue to accommodate the third eastbound left-turn lane from Oyster Point Road to northbound Jefferson Avenue.8. Improvements at the intersection of Oyster Point Road and Operations Drive to reinforce the existing restriction of the southbound left-turn movement from Operations Drive onto eastbound Oyster Point Road. The left-turn movement from eastbound Oyster Point Road to Operations Drive will remain.9. Signal modifications and replacement at the intersections of Oyster Point Road with Jefferson Avenue and HQ Way.10. Add signalized pedestrian crossings across the Oyster Point Road and HQ Way intersection's northern, western, and southern legs. Pedestrian crossings at the intersection are not signalized in the existing condition.11. Replace existing sidewalks and curb ramps impacted by the proposed widening.12. Proposed storm drainage improvements to tie into and utilize existing storm sewer systems when possible.
