Project Description
The project scope includes a condition survey of the 23rd Street Bulkhead system as well as the recommended repairs. The condition survey included a field investigation of the steel sheet piles including underwater inspection. It is located along the James River adjacent to Victory Landing Park in Newport News, VA.
The bulkhead is constructed of steel sheet piles with a concrete cap with tiebacks. The condition survey was requested by the Department of Development due to the observation of structural deterioration. The project also provides waterfront access to the James River
in Newport News Virginia, provides development and recreational opportunity in
an economically depressed area of the City. The area at the end of 23rd Street
meets the James River; however, the bulkhead area currently lacks the ability
to facilitate access to the Yard District and other nearby attractions by the
boating public. Project funding will provide ADA-compliant floating docks and
nearby restrooms to transform this area into a visitor access area by way of
water for the many boaters that travel the James River and recreate in the
Hampton Roads Harbor area. Public
boating access would be a great addition to the City’s ongoing revitalization
efforts of a once bustling and vibrant urban Downtown area. Along with the park
improvements currently underway, creating waterfront access would contribute to
the development of an area that includes restaurants, a brewery, and multiple
community parks, including a waterfront park under renovation that will serve
as a special event venue with walking trails and an outdoor amphitheater. This
revitalization project aims to transform the area into a destination location
that attracts residents from across the City and surrounding municipalities.The project provides waterfront access to the James River
