Project Description
The Pearl Bailey Library, Doris Miller Community Center, and community program space will be combined into a single, collaborative community resource that provides access to all community uses and engages the historic core of the original Huntington School as a shared community resource for the neighborhood and the greater Newport News community. The original building will be retained and repurposed to include meeting and multi-purpose activity spaces. the new community building includes indoor pool facility for year-round community use, the New Peral Bailey library, and outdoor green spaces.

Substantial Completion -8-15-2026 Final Completion - 9-15-2026 Change Order % - 2.08% Roof deck is being installed, mechanical pumps and water heaters installed, duct work has started, Steel still not complete. Contractor is still having issues with the structural steel non-conforming, issues with the safety of the work are now a concern. Contractor continues to install work over non-conforming or work that needs to be inspected, requiring tear out of installed work. Add. non-conforming issues: dry wall, insulation being installed without building being dried in, mechanical units being stored in a non-dryin building, ceiling tiles and grid. Haz mtls and LEED inspections started. City waiting on the MEB schedule with dry-in and electrical start up dates, this has been requested since April. 08/19/2026
